Yes it is official we will have Panda's for the new race! Currently only a Male Model has been made but I can't wait for the Female Model to come out.
Pandaren's were originally meant to come out as an Alliance only race back in Burning Crusade instead of Draenei's, but now instead they will be coming out as both Alliance and Horde Faction. You'll be able to pick which faction you want to be in once you are level 10.
